Led by Deputy Foreign Minister and COP29 Lead Negotiator Yalchin Rafiyev, the COP29 Presidency’s negotiation delegation participated in the 62nd Session of the UNFCCC Subsidiary Bodies (SB62) and related events.
According to Azerbaijan’s Foreign Ministry, during SB62, the Deputy Minister held bilateral meetings with delegations from Turkiye, Australia, Saudi Arabia, the Republic of Korea, the Philippines, Kyrgyzstan, Egypt, and China, and gave interviews to several leading international media outlets.
Due to the lack of progress in negotiations on the session’s agenda during the first two days, at the request of the Subsidiary Bodies’ chairs and Brazil’s COP30 Presidency, Azerbaijan’s delegation facilitated mediation among Party states to reach a compromise. Following intensive negotiations, the agenda was successfully adopted.
The chairs of the UNFCCC Subsidiary Bodies and several delegations expressed gratitude to Azerbaijan for its decisive support in the agenda’s agreement and adoption.
It was agreed that negotiations on several key COP30 agenda items would proceed based on draft documents prepared by Azerbaijan’s COP29 Presidency. Consequently, some final decisions incorporated text from the drafts prepared by Azerbaijan for COP29.
Within the session’s framework, Azerbaijan’s delegation organized events to promote COP29’s historic outcomes and ensure the continuity of its successful initiatives. Four of these events focused on the COP29 Presidency’s Action Plan initiatives: the Baku Initiative on Climate Finance, Investment, and Trade (BICFIT); the Baku Climate and Peace Action Hub Partnership: Promoting Climate Action for Peace; and the Baku Global Climate Transparency Platform.
Additionally, Azerbaijan and Brazil, building on the mandate from COP29, held two listening sessions with state and non-state actors on the “Baku-to-Belem Roadmap for $1.3 Trillion in Climate Finance” and a conference titled “From Baku to Belém: Driving Adaptation Ambition from Negotiations to Action.”
Furthermore, in its role as COP29 Presidency, Azerbaijan’s negotiation delegation opened numerous mandated events under SB62, covering various aspects of climate change. They highlighted the contributions of COP29’s historic outcomes to climate action, particularly emphasizing their significance for combating climate change and supporting states with limited capacities.
