Throughout the 20th century, especially in the late 1980s and early 1990s, the people of Azerbaijan faced heavy bereavements, believing in false promises about freedom and equality, and accepting them with great heart, they faced the greed and usurpation of the people they shared their land with. The Bolsheviks, who promised people justice and social equality, have benefited from the naivety of our people, and the Armenians, who are eyeing our lands and aspiring to create their own state here, have realized their insidious intentions from time to time. As much as the illusion of communism promised by the Bolsheviks has harmed the common people, the treacherous behavior of the Armenians, who describe themselves as pitiful and honorable, as friends, has caused as much damage. It is a pity that our people, distinguished by their open-heartedness, honesty and sincerity, were not able to appreciate the vile intentions of both enemies in time, and they inflicted incurable wounds on Azerbaijan during that century, which took a long time to heal.
No matter how high the love of country and state is, in the modern political system it is not possible to serve the people and the state simply by carrying this love.
The first years of Azerbaijan’s independence history fully confirmed this with historical events. In the first years of our freedom, he had power, and the indifference and lack of love for the Motherland by those in the state administration put the country in danger of destruction. On the other hand, the genius leader Heydar Aliyev, who has always proven his high state management skills and inexhaustible love for the Motherland, was deliberately left out of the country’s administration. Even in the Soviet era, enemies who were afraid to speak to Azerbaijan in front of the greatness of Heydar Aliyev’s personality saw such a situation as an opportunity. The people whose land was invaded, whose homeland was looted, and whose state was looted knew exactly where to find salvation. It was with the will and power of the people that a leader whose heart beats with love for the Motherland was brought to the leadership of Azerbaijan. In this regard, June 24, 1993 was forever engraved in the memory of our nation as the most significant day in the history of independent Azerbaijan. By the decision of the Parliament session held on that date, the President’s powers were given to the Chairman of the Supreme Soviet, Heydar Aliyev, and a fundamental change in the life of the country took place.
The Great Leader, who restored independence to the people and brought new life to the state administration during the period when he led the country from June 15, 1993 – Liberation Day to October 3, as both the speaker of the parliament and the acting president, changed the spirit of the political order in a short period of time. Until then, the Azerbaijani parliament, which had turned into a vulgar lexicon, became the most civilized forum for solving issues and problems under the chairmanship of Heydar Aliyev.
Heydar Aliyev, who changed the atmosphere of the parliament, started fundamental reforms in the country as the person executing the powers of the President of Azerbaijan. Heydar Aliyev, who initially prevented the prevailing chaos and arbitrariness, managed to establish stability. Heydar Aliyev, who replaced inexperienced people who have never worked in public administration, whose representation in high positions is laughable, with professional personnel, managed to eliminate the complications created by the novice team during the one-year rule, albeit with difficulty. As the true leader of his people, Heydar Aliyev revealed his political charisma and character, and pulled Azerbaijan out of a possible dangerous situation, did not let it fall, and created a state for us as a guarantor of our independence. He became the favorite and leader of the people as the most powerful and dearest child of Azerbaijan. Along with the country’s sovereignty, Heydar Aliyev implemented a successful oil strategy that ensured our economic independence and created the foundation for future development. By concluding the “Contract of the Century” and building the Baku-Tbilisi-Ceyhan oil and Baku-Tbilisi-Erzurum gas pipelines, the Great Leader put Azerbaijan on the path of development. Along with economic and social development, the Great Leader, who saw the modernization of foreign policy and state administration as a priority, achieved great success in these areas in a short period of time. Azerbaijan was fully accepted by the superpowers in the world political arena. At the same time, one of the greatest services of the Great Leader Heydar Aliyev to the statehood of Azerbaijan was the adoption of the new, modern Constitution of the independent state, which was one of the basic conditions of the independent state.
30 years ago, Heydar Aliyev’s expression of the position of leading it with love for the Motherland and the people was the beginning of a period of development and progress in the history of our statehood. Today, Azerbaijan, which has ensured its territorial integrity and has become the leading state of the region with its economic and political power, is the result of the phenomenon of state management with the love of the Motherland of National Leader Heydar Aliyev.
