In our modern era, the sustainable development of society is impossible without a democratic state. Democracy is an indispensable condition for state building aimed at serving the interests of society. Of course, democracy is not created at once. For this, it is inevitable to deepen the reforms that will raise state-citizen relations to a new level. Azerbaijan, which has carried out continuous reforms since the restoration of our political independence, is distinguished by the fact that it has achieved great success in this field. In this regard, President Ilham Aliyev’s programmatic speech at the first session of the 6th convocation Milli Majlis on March 10, 2020, particularly touching on this important point, voiced very important ideas and valuable recommendations on the development of our country as a whole, are of great importance.
Reforms that are consistently implemented in Azerbaijan and cover all areas of society confirm the path of permanent development and are a response to new challenges. Also, these are the ability to ensure the sustainable development of the state, to respond adequately to new challenges, and at the same time to improve the management system. After regaining its political independence, Azerbaijan faced new challenges and took the path of reforms. Large-scale reforms carried out under the leadership of national leader Heydar Aliyev radically changed the face of the country. The next wave of reforms was announced in 2018. On April 18 of the same year, at the inauguration ceremony, President Ilham Aliyev announced a new wave of reforms, and thus a new stage of multifaceted reforms covering all areas of the country’s socio-political and cultural life began. In his speech at the swearing-in ceremony, the head of state stated that Azerbaijan has 15 years of experience in the field of democracy building, and that the phenomenon of political struggle is developing in the right direction.
Today, reforms are being carried out in all branches of power in Azerbaijan – legislative, executive and judicial systems, and new legal acts are being adopted to simplify the process. These political, legal, institutional and personnel reforms, which positively change the landscape of the country’s socio-political life, are being implemented even more intensively starting from the last months of 2019. The most important result of the reforms is that due to the implementation of the tasks set by President Ilham Aliyev, the political life of Azerbaijan is developing in a more constructive dynamic. The policy carried out during the past period is bearing fruit. Azerbaijan has continued to develop in other areas – in carrying out reforms in the army, in educating young people in the spirit of patriotism, and in carrying out reforms in the field of education.
President Ilham Aliyev announced in his speech at the first meeting of the 6th convocation Milli Majlis that the systematic reforms aimed at improving the activity of the legislative power and establishing healthy political relations had begun. The head of our state expressed his confidence that the parliament will function successfully and will contribute to the large-scale and multifaceted reforms carried out in our country and their deepening. Highlighting the participation of all political forces in the elections, President Ilham Aliyev pointed out that the New Azerbaijan Party has won the majority of seats, and in order to strengthen the political system and develop political relations on a sound basis, representatives of all parties should be represented in the leadership and committees of the Milli Majlis.
After the 2020 elections, for the first time in the history of independent Azerbaijan, the opposition representative was elected to the position of the deputy speaker of the Milli Majlis, as well as the election of both the chairman and the deputy of the opposition representatives to the parliamentary committees. Of course, this is considered as a strategically important step in the direction of improving the political system and establishing political relations on a sound basis.
One of the greatest services of President Ilham Aliyev to our country is that he managed to mobilize the majority of the people for further democratization of the political system. Thus, the choice made by the President of Azerbaijan in the direction of democratization gave a new impetus to the comprehensive development of our country.
