UN Committee holds hearings on regular report of Azerbaijani Commissioner for Human Rights

On January 8, 2020, the Republic of Azerbaijan presented its 5th periodic report to the UN Committee against Torture, detailing its efforts in implementing the “UN Convention against Torture and Other Cruel, Inhuman, or Degrading Treatment or Punishment,” the Office of the Commissioner for Human Rights (Ombudsman) of Azerbaijan told AJMEDIA.

Additionally, an accompanying report from the Ombudsman for the corresponding period was also submitted to the Committee.

To deliberate on this report, Rashid Rumzade, the deputy head of the Ombudsman’s Office and head of the National Preventive Group, along with Zaur Valimammadli, Head of the Department on Cooperation with International and Civil Society Organizations, participated in a special meeting with the members of the UN Committee against Torture in Geneva on April 22, 2024, in response to the official invitation extended to the Ombudsman.

Throughout the discussions, the committee members received comprehensive details regarding the activities of the Commissioner for Human Rights under the National Preventive Mechanism mandate, including the preventive measures implemented. It was emphasized that recent amendments to the Constitutional Act concerning the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, reflecting recommendations from the committee, have enhanced the Ombudsman’s functions within the framework of the National Preventive Mechanism.

The questions of the committee members were answered, and discussions were held at the meeting.
